डॉ० दिनेश चन्द्र सिंह, आईएएस, संप्रति जिलाधिकारी, बहराइच, उप्र द्वारा विरचित और वरिष्ठ पत्रकार कमलेश पांडेय द्वारा संपादित कालजयी कृति ‘काल-प्रेरणा’ की पाण्डुलिपि का आद्योपान्त अनुशीलन किया। इससे महसूस हुआ कि एक प्रशासनिक अधिकारी जब ‘नौकरशाह का केचुल’ उतारता है तब जन-जन की समस्याओं से संवेदित होकर उसके व्यक्तित्व में लोकसेवक की भावधारा प्रवाहित होने लगती है। यह सन्देश है बाबा हरदेव सिंह, पूर्व अध्यक्ष, उ.प्र. पीसीएस संघ एवं पूर्व अध्यक्ष, अखिल भारतीय राज्य सिविल/ प्रशासनिक सेवा परिसंघ का, जो उन्होंने काल-प्रेरणा के लेखक डॉ दिनेश चंद्र सिंह को प्रेषित किया है।
बाबा हरदेव सिंह के मुताबिक- “काल क्रमवश एक महात्मा ने मुझे बताया था कि- ‘अधिकारी कोई पद नहीं है। यह कर्म करने के लिए अधिकृत होने का एक प्रमाण-पत्र है।’ इसलिए जो प्रशासनिक अधिकारी इस भाव को जितनी जल्दी समझ लेता है, वह उतनी ही जल्दी जनानुकूल होकर लोकप्रिय बनता है। डॉ० दिनेश चन्द्र सिंह ने उत्तर प्रदेश सिविल सेवा (प्रशासकीय शाखा) में प्रवेश करने के साथ ही इस मर्म को समझ लिया था। इसलिए जहाँ-जहाँ, जिस-जिस पद पर यह तैनात रहे, सभी के लोकप्रिय बने रहे।”
वो आगे लिखते हैं कि “अपने कलेवर में 18 विषयों को समेटे हुए यह पुस्तक डॉ० सिंह के बाल्यकाल से लेकर अब तक के जीवन का एक जीवंत दस्तावेज है। ग्रामीण परिवेश, शील-सदाचार से पुष्ट पारिवारिक पृष्ठभूमि, सुदृढ़ सामाजिक अनुशासन से सुपुष्ट होता श्री सिंह का बाल्यकाल, तरूणाई तक आते-आते ओजस्वी और यशस्वी व्यक्तित्व का आकार धारण कर लिया। उच्च शिक्षा पूर्ण करके प्रशासनिक सेवा में प्रवेश के साथ ही उसका प्रभाव आचरण में उतरने लगा था।”
कहना न होगा कि “निश्चय ही ऐसा कार्य व्यवहार प्रदर्शन से बहुत दूर रहता है, लेकिन उसकी चमक जनसामान्य के मुख से निःसृत होकर चारों तरफ अपने आप फैलने लगती है, जो आगे और अच्छा कार्य करने का जज़्बा पैदा करती है। पुस्तक को पढ़कर पता चलता है कि एक प्रशासनिक अधिकारी के व्यक्तित्व में जिन आवश्यक गुणों का समावेश जरूरी है, वे गुण डॉ सिंह में विद्यमान हैं।”
वे आगे लिखते हैं कि “डॉ० सिंह ने गीता, रामचरितमानस जैसे चरित्र निर्माण करने वाले ग्रन्थों का केवल अध्ययन ही नहीं किया बल्कि उन गुणों को अपने आचरण में पल्लवित पुष्पित भी किया। अध्याय दो में निष्काम कर्म के द्वारा सकाम लक्ष्य प्राप्त करने का एक अनोखा चिन्तन श्री सिंह ने प्रस्तुत किया है। निष्काम कर्म अपने आप में साधन और साध्य दोनों है। इसका सकाम लक्ष्य केवल लोक कल्याण हो सकता है। इस रूप में निष्काम कर्म का सकाम लक्ष्य लोक-कल्याण है और जो प्रशासक लोक कल्याण में लगा रहता है उसका कल्याण अपने आप होता रहता है।”
उनके ही शब्दों में- देखा जाए तो “प्रत्येक अध्याय के साथ छाया चित्रों का समावेश पुस्तक को सुग्राह्य बना रहा है। सेवारत प्रशासकगण, निष्काम समाजसेवा करने के इच्छुक लोग इस पुस्तक से अवश्य प्रेरणा ग्रहण करेंगे, ऐसा मेरा दृढ़ विश्वास है। संक्षेप में काल-प्रेरणा ग्रन्थ वर्तमान को जीने की कला प्रदान करता है। मेरी शुभकामना है कि डॉ० दिनेश चन्द्र सिंह उत्तरोत्तर जनकल्याणकारी कार्य में लगे रहकर अपने अनुभव और आध्यात्मिक चिन्तन को सुपुष्ट करते रहेंगे।”

# संवेदनशील लेखक के रूप में चर्चित जिलाधिकारी डॉ दिनेश चंद्र ‘सिंह’ के प्रति एक पाठक का स्नेहिल उद्गार
परम सम्माननीय डा० दिनेश चन्द्र ‘सिंह’ जिलाधिकारी महोदय, यूं तो आपकी पुस्तक ‘काल प्रेरणा’ के विषय में कुछ भी कहना सूर्य को दीप दिखाने के सदृश है, पर आवरण पृष्ठ पर डॉ० दिनेश चंद्र सिंह देखते ही एक प्रसंग याद आ गया, जिसका उल्लेख करना प्रासंगिक है।
अवसर था –
नौमी तिथि मधुमास पुनीता। सुकल पच्छ अभिजित हरिप्रीता।।
मध्य दिवस अति सीत न घामा। पावन काल लोक विश्रामा।।
सो अवसर विरंचि जब जाना। चले सकल सुर साजि विमाना ।।
सम्पूर्ण गगन देवताओं के समूह से भर गया। अवध धाम की छटा ही निराली थी, हो भी क्यों न, प्रभु का प्राकट्य हुआ था।
मास दिवस कर दिवस मा मरम न जानइ कोइ । रथ समेत रवि थाकेउ, निसा कवन विधि होइ।।
परन्तु रात्रि होती भी तो कैसे। श्री अवध जी की तो परम्परा ही रही है कि सर्वस दान कीन्ह सब काहू। जेहि पावा राखा नहि ताहू।।
महराज दशरथ जी के दरबार में एक याचक आ खड़ा हुआ और घोड़ों की याचना की। पर घुड़साल में घोड़े तो पहले ही दान में समाप्त हो गये थे, इस असहज स्थिति में सूर्य देवता ने अपने सोलहों अश्व महराज दशरथ जी को दान हेतु प्रेषित कर दिये। इस प्रकार अश्व विहीन रथ बढ़ता भी कैसे निशा होती भी कैसे।
येन-केन-प्रकारेण चंद्रमा भी लुकता-छुपता हुआ इस अवसर पर आया और भगवान से उलाहना देते हुए विनती की कि मुझे इस अवसर पर क्यों वंचित रखा। भगवान ने उसके उलाहना को स्वीकार्य करते हुए आशीर्वाद दिया “आज से तुम्हें अपने मस्तक पर शिरोधार्य करता हूं। यद्यपि मैं रघुकुल सूर्यवंश का हूँ, तथापि तुम्हारे बिना मेरा नाम अपूर्ण रहेगा।” तभी से त्रेता में श्री रामचन्द्र तथा द्वापर में श्री कृष्णचन्द्र आने लगा। ऐसे समदर्शी प्रभो की कृपा आप पर सदैव बनी रहे।
ममता मयी मां एवं स्व जन्मभूमि पुरैनी, नगीना, बिजनौर की माटी के प्रति प्रेम और उनसे मिल रहे निरन्तर आशीर्वाद के कारण ही आप जीवन के प्रगति पथ पर बढ़ते चले आये हैं। ग्राम के ही प्राइमरी तथा जूनियर हाईस्कूल से शिक्षा आरम्भ करके आपने अपने संकल्प एवं दृढ इच्छाशक्ति के द्वारा आई०ए०एस० बनकर प्रदेश के महत्वपूर्ण पदों को सुशोभित किया और इस मिथक का भी खण्डन किया कि कान्वेन्ट शिक्षा ही विशेष उपयोगी है।
आपकी उदारता, सहजता तथा कार्य को शीघ्र निपटाने की कला तथा विषम भयावह परिस्थितियों जैसे कोरोनाकाल में सरकार तथा जनता की कसौटी पर खरा उतरना ही आपकी विशेषता है। योग और शीर्शासन भी आपकी सफलता का कारण है। नवयुवकों एवं विद्यार्थियों के लिए आपकी इस जीवनयात्रा से प्रेरणा लेनी चाहिये, तथा निश्चित संकल्प एवं दृढ इच्छा शक्ति के साथ सफलता हेतु सतत् प्रयास करना चाहिये।
कर्म प्रधान विश्व कर राखा। जो जस करई सो तस फल चाखा।। परिणाम तो ईश्वर के अधीन है। अतः इस विश्वास को भी नहीं खोना चाहिये।
मूक होइ वाचाल पंगु चढइ गिरवर गहन। जासु कृपा सो दयाल द्रवउ सकल कलिमल दहन।।
